Seems like somebody is taking some serious CPU, but ProcessLasso is not
reporting it ?

Or am I missing something?

Oops.... bad choice of screen snaps: only 7% discrepancy.

That lists *active* processes (for however Process Lasso qualifies
"active"). It does not show the "System Idle Process" value (which Task
Manager shows). That is how much is idle; i.e., how much is NOT used.
So the sum of your active processes is not sucking up 100% of the CPU
but something less, like 93%.

Also, you have the "Active Processes" tab selected, not the "All
Processes" tab. At the bottom, it says there are 73 processes running
(don't know if they are counting the System Idle Process). Yet in the
top frame only 7 processes are listed. I don't what Process Lasso uses
for its criteria as to what is an /active/ process. I helped with that
product long ago and got a free lifetime license in return but I gave up
on using long ago (it wasn't really helping much, if at all).

Can you recommend something that shows *everything* that is using CPU?

I did not include a screen shot of "All Processes" because, even when I
told it to sort on CPU%, it was only showing a couple of process with
CPU usage at any given time.

Just guessing, but Process Lasso doesn't seem to include the kernel mode CPU
usage in the list (which includes usage by the system kernel and device
drivers).
