This old version was developed back in the days of Win 95 and NT.
I know it worked in Windoze 98 and 2000, but I am curious if it fails
in later Windows.
I am referring to the software developement kit, as well as executing
the code.

I would suggest you try it. There is always the "Compatibility" modes of
operation.

I've used VB6 in Win7 (32-bit). I assume it should work under Vista. As
mentioned, you may need to force compatibility mode to install the
software and/or run the IDE.
