I was able to back up a Vista Box e-mail and contacts.

It now must be restored in Windows 8.1 Windows Live mail.

How can you import?

There is no Vista OE. It is Winmail which is the predessor to Windows Live
Mail.

Unfortunately there is no simple way.

The only option is if there is a 3rd party utility ( which I don't know if
one actually exists ) or to use Windows Easy Transfer Vista to a Win7 PC.
Then when that is done use Windows Easy Transfer from Windows 7 to Windows
8.
I do not think there is a path use Windows easy Transfer from XP or Vista to
Windolws 8.

Assuming the Profile is TherDoctor; c:\users\thedoctor

You may try a manual process which may or may not work.

It would mean creating two Local Accounts on Win8 with Admin Priveledges.
One 'TheDoctor' and the other "Admin".

Once you ceate 'TheDoctor' Profile, login as 'TheDoctor'. It will do its
setup.

The logoff as 'TheDoctor' and login as Admin. Then reboot. Make sure you
logion as Admin and NOT 'TheDoctor'.

Then copy the entire subdirectory tree "c:\users\thedoctor" from the Vista
PC to the Win8 PC "c:\users\thedoctor" and over write all.

Then try to logon as 'TheDoctor'. There are a loyt of chancers in Win8 vs.
Vista so somethings will be inherited and other things will be new based
upon Win8 changes.
